London, Dec. 15, Tho Times says it is inconceivable that a builder with anything to lose would accept tho conditions connected with tho construction of tho new Cunard liners. Independently ol tho usual tests, tho boats aro to be returnable to tho builders if alter twclvo months' running they do not aebievo an average of 25 knots. The Treasury ought to see that builders undertaking tho work aro able to hear the risk.
