London, Nov. 17. Mr Percy Fitzpatrick, in an article in the Times, recommends n very small direct war tax in the Transvaal and application of the proceeds from Government rights in future mining to the purchase and development of railways, irrigation, well-sinking, to attract settlers and bring contentment and racial reconciliation. Ultimately Great Britain, from the revenue derived from public works and sales of land, would recover the greater part of the cost of the war, besides opening South Africa as a great field for colonisation.
