Disappointment is expressed at Capetown at the Good Hope calling at Durban first. CONSERVATIVE VICTORY. Mr Taylor, a Conservative, replaced Mr Warr, of Liverpool, who resigned his seat in the House of Commons, defeating Mr Rathbono by a majority of 877.
AMERICAN ELECTIONS. New York, Lxov. 7. The Republicans have carried Nebraska and Idaho. EDUCATION BILL. The Government amendments to the Education Bill, providing that municipal or county councils shall appoint local education committees and delegate thereto any of the councils’ powers other than financial, were adopted. The amendments further provide that rating and borrowing be reserved to the councils. The latter consult the committees on tho subject, but tho councils are free to disregard the recommendations of the committees. Tho Liberals welcomed the modifications, also the clauso providing that a majority of the committee bo members of tho council, unless tho council decided otherwise. EIGHT MILLIONS BILL.
In tho House of Commons, tho Consolidated Fund Eight Millions Bill was read a first timo. THAT BLUE-BOOK.
Owing to criticisms of the Blue Book, Mr Chamberlain explained that the publi cation was restricted to tho miitters agreod upon for publication. All that was confidential was withheld.
