In tho ease of tho seat of a member of tho Council becoming vacant during his term of offico as Speaker or Chairman of tho Committco, and ho is immediately re-appointed member of tho Council, his term of office will continue. The Chairman of Committees (Mr W. C. Smith) is to act as Speaker on a vacancy occurring.
