CAPETOWN, Sept, 23. The Assembly resumed the debate on suspension question and a general indemnity. Mr Anderson declared that- lie would noit have voted birt for tho circular from Mr Chamberlain. Mr Schennhtuckcr warmly defended Lord Milner.

.Sir Gordon Sprigg .justified his own attitude, harmonising with the speech of June 2nd. lie denied making any bargain with the Afrikander Bond. His one object was to maintain Imperial power. Had the Imperial Government sanctioned the suspension of the constitution it would have shaken the foundation of the Empire’s colonies besides that of the Cape. Mr Crew remarking that 't was disgraceful of Sir Gordon Sprigg not to defend Lord Milner, nor - o at once condemn the rebellion, moved the adjournment of the debate, which was negatived by 43 to 15. Mr Merriman’s resolution was then carried unchallenged.
