PARTIES WARNED FROM RAILWAY LINE. By Telegraph—Press Association—Copyright New York, Sept. 21. Mr Moody, Secretary of War, is sending 600 marines if the commander of tho warship Cincinnati declares they are needed. Tue commander landed 80 bluejackets, with two quick-firers. He notifies that neither Government nor revolutionists will bo allowed to obstruct traffic on tho Panama railway.
