The Boer Gonorals aro negotiating with tho Netherlands’ bankors for the establishment of a mortgago bank in South Africa. Brussels, Sept. 16. It is stated hero that Mr Chamberlain, in a private conference, showed Botha tho greatest goodwill, and promised to do his utmost to increaso tho financial aid to tbo ruined Boers. Ho added that Great Britain’s generosity was entiroly dependent upon tho proof of tbe Boors' loyalist feelings.
