Tho Governor’s speech at the oponing ol the Cape Parliament announced tho introduction of indemnity bills covering martial law unauthorised expenditure. Tho progressive members criticise the absence of legislation dealing with the repression of sedition and the importation of arms. The Afrikander Bond members, as the price of their supporting Sir Gordon Sprigg, claim tho appointment of a Colonial Commission to enquire into tho operation of martial law, and award damagos, moral and otherwise. London, Aug. 21. Tho Times says such a Commission as is asked for by tho Afrikander Bond would bo a deliberate slight to Great Britain, since Lord Alvestono’s Commission has already been appointed.
