The bye-election for Seven Oaks, necessary owing to the appointment of 3lr Forster as Junior Lord of the Treasury, is being sharply contested. The Education Bill is the principal subject before the electors. Mr Balfour, in a letter to Mr Forster, points out that under the Bill the whole question of secular education is now being transferred to the control of a popularlyelected body. The system of one-man management is disappearing. On the other hand, Sir H. CampbellBannerman, in a letter to the Liberal candidate, Mr Morice, states that the Bill infringes the rights of conscience, and thereby gives a taint which is fatal to its efficiency.
