CONGRATULATIONS TO KING. THE CONSTITUTION. By Telegraph—Press Association—Copyright Capetown, Aug. 21. Tho Cape Assembly unanimously adopted an address congratulating tho King upon his recovery. Tho address stated that none of his subjects rejoioed rnoro in tho restoration of his health aud tho Coronation. Tlioy woro proud to bolong to tho Empiro, and always ready to maintain its integrity. Tho Speaker, in a letter to tho Governor, formally protested against tho suspension of tho Constitution.
