LABOR QUESTION.
PLEA FOR BLACK LABOR IN SOUTH AFRICA. By Telegraph—Press Assooiation—Copyright London, Aug. 7. A Johannesburg correspondent says that the labor question is daily becoming more acute. Six hundred thousand “ boys ” are necessary before tho mines can obtain full development. It is estimated that four hundred thousand will bo tho most available. Chineso labor is impossible unlesß permanent residence is forbidden.
