In the House of Commons Mr Balfour announced that Parliament would be consulted before any shipping agreement was entered into involving a grant of public money. In tho House of Lords tho Pacific Cable Bill was read a third timo. Tho Times states that Mr Ititcbie, Home Secretary, has boon designated to the Chancellorship of tho Exchequer. Mr Akers Douglas is succeed Mr Bitchie as Secrotary of Stato for tho Home Department. Lord Jamo' l of Hereford, Chancellor of the Duchy of Lancaster, has resigned on tho grounds of his health. , Sir W. H. Walrond, Chief Government Whip, succeeds Lord James of Hereford as Chancollor of tho Duchy of Lancaster. Mr Austen Chamberlain becomes Post-mastcr-Gonoral; both with seats in the Cabinet. Mr 11. W. Foster has been appointed Commissioner of tho Treasury.
