National Disarmament.
CZAR’S PROPOSALS. By Telegraph—Press Association—Copyright London, Aug. 5. The Rome correspondent of the Daily Telegraph says it is reported that the meeting of the Czar, Ivaiser, and King of Italy is connected with a further project for European disarmament. The Czar has issued his original proposals more definitely, stipulating that European countries shall not fight each other, and shall reduce their armaments to dimensions sufficient simply to maintain internal order and protect their colonies.
