A motion passed that it was desirable to effect an improvement in tho teaching of hand writing in public schools. The Young Persons Protection Bill has passed the final stages.

Sir Joseph Ward, in reply to Mr Jus. Allen, said that it had been deemed desirable to bring down the loan proposals of the Government to-day, so that members would be in possession of the fullest information before entering upon a debato on the Financial Statement. No reasonable complaint could therefore bo advanced that tho Government were submitting their financial proposals in pieco meal fashion, and time would be saved in that the one debate would cover tho Financial Statement and the financial proposals of the Government. Tho clauses in this Bill were identical with tho clauses in last session’s Loan Bill, but there were two alterations in tho schodulo. The first was that the appropriation for tho Riuiutakn deviation was onrtted from tho schedule of this year’s Bill, as it was not in tho contemplation of the Government to go on with that work at present* Last year the appropriation was included so as to enable a survey of the line to be made, but the survey had now been completed. Tho other alteration was included in tho sohcdulo of tho vote for railways, permanent ways, and material. Tho total amount provided ‘for under tho Bill was exactly the same as that sot out in tho Financial Statement, viz., £1,750,000. The Bill was read the first timo on tho voices. Tho House roso at 5.30 p.m.
