By Telegraph—Press Association—Copyright Adelaide, July 1, A forecast of the Governor's speech shows that it deals largely with finances. It is proposed to raise tho Stamp tax to bring in an additional X 20,000, and to reduco tho exemption under tho Ineomo tax from X2OO to XIOO. No exemption will be allowed on incomes over X4OO. Tho Land tax will bo increased by a farthing, making three-farthings in the pound. It is proposed to facilitato com- ! pletion of the Darwin Railway laud grant ' system. Two large estates have been purchased in furtherance of a closor ■ settlement policy.
