Mr Chamberlain said that the three millions mentioned in the terms of surrender was not applied to loyalists’ compensation. Compensation at the Cape and Natal, two millions, wouid be chargeable to the Transvaal out of the first loan raised, except the damage at the Cape by rebels, who were natives, which falls on the Cape Government.
Sir John Anderson, the Hons. Baillie, Bertram, and Cox, the Colonial Office having a representative of Mr Chamberlain, met the Hon. Mr Barton and Sir John Forrest at Charing Cross. The crowd loudly cheered Mr Barton while he was driving in the Royal carriage to the Hotel Cecil.
