MR A. L. D. FRASER’S ADDRESS.

(By Telegraph—Press Association.) Napier, last night. Mr A. L. D. Fraser, M.H.R., addressed his constituents this evening. The main points of his address were a strong oritieism of tho present system of Government, dealifag in native lands, and of tho abnormal expenditure' on Coast defence, as compared with the amount set apart for opening up the conntry, and making roads and bridges, etc. He expressed himself in favor of a second ballot in order that each member should represent an absolute majority of his constituents. He thought an electoral right should enable the elector to vote in whatever part of the colony ho happened to be. Mr Fraser received a vote of thanks.
