MELBOURNE, May 30.—The Senate has passed the House of Representatives amendments to the Franchise Bill, excepting the clause making an exception in favor of natives of the Islands of New Zealand situated in the Pacific Ocean beyond the Commonwealth. This- wording v, considered vague. ' The point was raised whether it would not include natives of New Guinea. Mr O Connor said he did not see any danger to the White Australia principle by adopting this principle. He looked forward to the day when New Zealand would enter the Federal Union, but- it muse be onlv oil terms giving the aboriginals of that country the same ponti-t-al rights as they now enjoyed. Senator Stewart said the present policy of New Zealand seemed to be to become a suzerain of all the islands, and when she came into the federation she would bring all her satellites with her. The question would then arise as to the enfranchising of the inhabitants of these islands. The clause was amended to make it clear that the exception was in favor of the aborigl* ua) natives of New Zealand only,-
