A pertinent letter from Mr Frank Harris appears in our correspondence column this morning, in regard to Sir Josepii Ward's reply on the subject of amalgamation of Gisborne borough and suburbs. Both those for and against amalgamation are entitled to more information than has been given. The request of the petitioners for amalgamation lias been refused on the ground that the majority in its favor is very small. It may be that some of those who signed the one petition also s gned the other ; but however that may be, the public are entitled to more infor mation than has already been given to them. The department of the public service of which Sir Joseph Ward is at the head lias treated the people ol

Gisborne and suburbs in a most discourteous way by not replying to the numerous letters sent. No one thinks of blaming the Acting-Premier personally for this, for the reason that we know all his habits are entirely opposed to such a line ; lie is an able business man, who believes in public affairs being transacted in a businesslike way. But as the head of the department the public naturally look tohim for an explanation as to why there is so much neglect in the making of replies.
