THE DEATH PENALTY. By Telegraph—Press Association—Copyright St. Petersburg, May 23. On the Tribunal asking Balsehanett whether lie had accomplices, he replied : “My accomplices are Ministers, high officials who deceived the Czar and exasperated the people by their arbitrariness and tyranny. They are tho real anarchists.” The death penalty for civilians not existing, there was no official hangman. Therefore a political prisoner was deputed to hang Balsehanett, his reward being tho reduction of a long sentence.
