SHIPPING COMBINE.

OPINION OF THE TIMES, By Telegraph—Pres3 Association—Copyright London, May 22. The Times Vienna correspondent states that German shipowners are disappointed at being unable to join Mr Morgan’s combine on the same- terms as the British. They pretend to commiserate the British for the terrible blow to shipping, hoping to scare them into reprisals estranging America and Great Britain. The Times, in commenting on the sub ject, says a commercial and political warfare between England and America would only benefit their rivals. The shipping combination has constituted a community of interest, operating as powerfully for friendship as a war of rates and subsidies would operate against it.
