Sir E. Satow emphatically refuses Ching’s request to revise the agreement to appease Russia. The agreement is unassailable. This preceded M. Lessar’s interview, at which the feeble Ching staled that the Chinese unanimously approved of the agreement to enable China to retain in her own hands all extensions in the metropolitan province. A
