DECLARATION THAT PEACE NEGC TIATIONS HAVE FAILED.

Mr Brodrick protested against scavenging in the dust-heap of the past. Justice a had been done, and it was useless to reopen the matter.
Boers at Brussels and Amsterdam assert that peace negotiations failed through Great Britain refusing an armistice with a view to consult Kruger. Advices received from South Africa, however, state that the Vereening Conference is proceeding.
