M. Golochowski, addressing the Austrian delegation, said a renewal of the Triplq Alliance was impending, and described the dual agreement of France *■ and Russia as highly valuable. Pie paid a compliment to and eulogised the Anglo-Japanese treaty, and the subsequent Franco-Russian agreement, which is equally pacific. He also alluded to a separate specific understanding like that of Italy and France. If, in despite of the warnings to Turkey, the Bulgarian-Servian policy, j, other than the maintenance of a statu j quo in the Balkans, was pursued, it would be necessary for the combined strength of Austria and Russia to cope with the danger, and the agreement would enable them to effect a settlement satisfactory to both.
