DELAYS IN SHI “BUILDING

The Admiralty Committee report that the shipbuilding arrears are due, in "regard to the armor plates, to the changes in the Harvey process, time occupied in altering the plant, and the engineers’ dispute. The deliveries of material are now more rapid and satisfactory, Tlie delays over the destroyers were due to the difficulty of obtaining tube, also to experiments being made with a view of realising contract speed. The liquidation of two firms seriously delayed eight of the most important ships. The contracts had been transferred to other firms. 'Hie arrears had not yet been overtaken. In the event of Parliament increasing naval expenditure, it w 11 he practicable to obtain private sources to secure a larger output of shipbuilding and armament stores than now demanded. The Committee recommend that the Admiralty be empowered to enter into contracts without competitive tenders.
