St. Petersburg, April 27. A famine in Pultiva and Charkaoff districts drove the peasants forcibly to seize seed corn. Serious rioting occurred, Tho attempt of the troops, to disperse tho rioters resulted in eighteen thousand breaking into open revolt. M. de Pletwe, recently appointed Minister of the Interior, is proceeding south to investigate the position. Reinforcements ot troops have been ordered to tho disturbed distriets. The whole population of Finland offers a firm resistance to tho attempted military Russofication of Finns. The attempt to enrol now recruits in the Russian forces has produced great demonstrations. Weaklings and cripples alono present thomselves for enrolment. In many centres tho Cossacks dispersed even the smallest gatherings with great brutality.
