By Telegraph—Press Association—Copyright Paris, April 28. The French elections were singularly quiet, even in Paris where the Nationalists gained many successes. The provincial results indicate a Ministerial victory, though many second ballots will be necessary. The elected include Delcasse, Leygues, and Lanessan, members of the Ministry, and Millevoye, Loekroy, Deschauel, Ribot, Bourgeouis, and Doumer. A few Nationalists were successful in the provinces. "M. Drumont was defeated. Mtlleiand, Minister of Uommerce, and M. Brisson require second ballots.
