SEDITION IN RUSSIA.
ATTACK ON THE GOVERNMENT. By Telegraph—Press Association—Copyright St. Petersburg, April 1. A seditious proclamation has been extensively circulated in Russia. It declares that the Government regards workmen aB a vile herd of animals without knowledge, will, or rights. Students are determined to free workmen, despite the tyranny of the Government or the gendarmes’ lash.
