Invercargill, last night. The Victorian Commission on Factory and Shops Legislation sat only a short time to-day. Mr Paape, the paid secretary of the several unions, approved of the New Zealand labor legislation and tribunals. He admitted that there was nothing to prevent 'master and man making an arrangement by which the latter received the wage awarded by the Arbitration Court and handed part of it back. There should be a heavy penalty on both parties to such an evasion. Mr J. Johnston, engineer, said that the working of the Act had increased wages a little, but he had no objection to the measure. The Commission has disbanded till after the holidays, some going to the Lakes.
