COUNCILS TO BE THE EATING AUTHORITY.

Mr Balfour.has introduced a Bill applicable to England and Wales, - making County and Borough Councils the rating authority for t,he purposes of technical, secondary, and ‘ primary education, with authority over qjl secular instruction, by means of containing a majority appointed by Councils and a minority of numbers nominated by bodies experienced in education. It is optional urom Councils to adopt elementary clasps. Denominationalists are entitled to provide schools wherever necessity is shewn.'', The conditions of London being exceptional, the Government will deal thjrewfith in 1903.
Several members condemned the permissive clause. | The Bill received a fa vorable reception, and its first reading was; agreed to by 176 votes to 23. x
