I' raii ce and Russia have communicated a joint note to the Powers, declaring that while they approved of the Anglo-Japanese agreement, they reserved' the right of concert in measures to protect their interests in the event of an aggressive act on the part of a third Power, or fresh troubles m China. The Times says that Die declaration is a significant indication of the great service to the cause of peace rendered by the Anglo-Japanese agreement. France and Russia, the Times slates, are seeking to preserve their prestige in China by saying ditto to Great Britain and Japan.
