WITHDRAWAL FROM TIENTSIN. By Telegraph—Press Association—Copyright LONDON U, '1 lie Russian commandant at Niuchwang has apoligised to the commander of the Vicksburg for the recent collision between Russian and American sailors. It is officially stated that the Germans admit . that their opposition at Tientsin will be modified if China grants concessions on the railways from Shantung to Chingtingfu aiid Kaifongfu. The delay in withdrawal from Tientsin is causing China heavy losses in taxation and trade.
Later. Foreign ministers are unable to agree as to the date and method of restoring Tientsin to China. Germany is willing to withdraw by July Ist if a soldier—preferably a German, is given a seat on the I’eilio conservancy Board,
