London, Feb. 20. Mr Hay, American Secretary for State, has sent a vigorous note to Russia and China, insisting on equal rights and advantages to all Powers in Chiua. He states that the Russian monopoly in Manchuria will inevitably lead to similar demands from other Powers elsewhere, wrecking the policy of an open door. Lord Stanley, speaking at Liverpool, admitted the sole responsibility of recommending the acceptance of the meat contract. Ho said the biggest men in South Africa were behind it. Perth, Feb. 20. Parliament has been prorogusd. The local unit of the Commonwealth Contingent sailed in the Manchester Merchant. There was no ceremony. Melbourne, Feb. 20. A verdict of suicide was returned in the Latham case.
Sydney, Feb. 20. The Australian Workers’ Union has issued a manifesto in connection with the forthcoming shearing season. It makes a strong appeal for support of the Union, and points out that two years ago it succeeded in restoring the old rate of wages. Last year it practically wiped out the Pastoralists’ Union. The agreement indicates that it has been decided to raise the shearing rates to twenty-five shillings per hundred sheep in New South Wales ; eighteen shillings with and twenty shillings without rations, Victoria and South Australia ; shed laborers’ wages to be thirty shillings per week with, fortyfive shillings without rations New South Wales, twenty-five, with rations Victoria and South Australia. Members of the Union have been warned that they will not be allowed to work with nonmombers. A hope was expressed that the Union may secure the demands through the Arbitration Court before shearing commences. If not members are asked to show loyalty in fighting for Union principles, the increased cost of living under the Commonweath giving one of the chief reason for demanding advances.
