NEW YORK, Feb. 15
The New York Herald states that Prince Henry sent a letter to Admiral Dewey, which admits that the Germans, dining the Manila blockade, had committed an error, and that Dewey was right on that occasion, and acted in the best way throughout. The letter was- intended for Americans, in order to remove unpleasant recollections of the incident. t ST. PETERSBURG, Feb. 15.
- Russian official circles profess to reecho the Anglo-. Japanese treaty as being consonant with Russia’s declared programme in regard to China’s integrity and Corea’s independence, and add that. Russia will willingly subscribe to the preamble. Count Cassini, Russian Minister 'in America, hinted at a promise to uphold the open-door policy m Manchuria. Russian newspapers have a general tone of equanimity.
LONDON, Feb. 15. Mr Millan, Clerk of the House of Commons, who retired last, week, died suddenly in his sleep. Though a revision of the meat contract is considered impracticable, all the Agents-General excepting Mr Lefroy, Agent-General for West Australia. have asked the War Office, if it is impossible to limit the contract to color ml meat, to keep a sharp look-out as to the source of origin of all supplies, furnishing monthly statements, and promptly informing the colunies if it is alleged that Australian supplies ate insufficient. The War Office officials express an extreme desire that Australasia should obtain the bulk of the supplies, and promise stringent inspection. The authorities have asked the Agents-General to furnish their requests in writing.
