TRAMWAYS AND SYNDICATES.

(Special to Times.) Wellington, last night.

Tho syndicate which has in hand the construction of tho Auckland tramways, has made an offer to undertake tho Wellington scheme. It is willing to either construct and run the tramways on the plan adopted for a term of years, or to lease them after tho corporation has laid them down. The Mayor has expressed himself against the proposal, which has not yet come officially before the City Council. It is understood that the Councillors are not likely to go back on their expressed policy of municipalising all services.
