The Daily Mail states that the Government are withdrawing the garrison from Weihaiwei, retaining the civil administration. The German sphere interferes with the utility of the garrison from a military aspect. The Deuka tribe looted a British convoy with rubber'south of Khartoum, killing Lieutenant Scott Balbour, of the Egyptian Army. It is reported at Peshawar that Labidullah, Ameer of Afghanistan, is completely under the influence of Haddah, the mullah who did all in his power to embroil Afghanistan in 1897. Haddah is now fomenting fanatical unrest.
