PROGRESSIVE WELLINGTON,

A BIG SCHEME. (Special to Times.) Wellington, last night. The meeting for the purpose of authorising the borrowing of £300,000 to lay down electric tramways to different parts of the city, pave the streets along the tramway routes, and erect a Town Hall, is to be held next Monday. The high levels tramway constructed by private enterprise will be opened for traffic on Saturday.
