One of the first questions to engage the attention ot the American Senate during the present session has tieen the best way ot dealing with what tne European Oovernments have denominated •* the red danger.” On December ■l several Senators introduced resohiusion and punishment of anarchists, in general they agree in providing lor the exclusion of anarchist immigrants and tor the punishment by the Federal Courts or anarchistic crimes against tne heads of the State. This is in line with the suggestions in the President’s message. The novel feature of the discussion 'is Senator Hoar's plan for an anarchist colony. The anarchist criminal, as i\ir Hoar says, feeds on notoriety. He even welcomes the punishment of death. More efleetive than the constant effort to suppress anarchism would be an agreement among civilised Governments oy.which some tract of land would he set aside to be occupied exclusively by anarchists. Thither every person who pro(esses anarchistic beiieis should be deported, and there all the anarchists could unite in “ no government.” This would give the anarchists the Utopia of which they, seem to he dreaming. At the same time it would rid civilisation of the red menace. It is no new theory that criminals, if forced to unite in a system of their own, would develop in time a form of governmenl and a scheme of morals. Anarchism would probably lose interest with th< anarchists if they were thrown oi their own resources and deprived o their opportunity to war on existinj governments.
