THE DOW AGEE AND THE LEGA TION LADIES. EDICT DISCOUiiAGING FOOTBINDING. By Telegraph—Press Association —Copyright London, Feb. 8. The Dowager and Emperor had an audience with the Legation ladies. Responding to Mrs Conger’s hope that China would join the sisterhood of nations in the grand march of civilisation, the Dowager sobbed, and admitted that the attack on tho Legations was a terrible mistake, which she bitterly repented, and her determination was to abandon isolation and adopt the best features of the West. -i 111 All tho ladies received valuablo presents, tho Dowager giving Mrs Conger and other Legation ladies her own bracelets and rings. Edicts have been issued appointing Yeanglu First Grand Secretary, and directing the Manchu nobles and Princes to udy abroad, and recommending the discouragement of foot-binding on tho ground of being a barbarous custom. The Chinese edict issued appoints Wong Weesha second secretary.
