By Telegraph—Press Association—Copyright Washington, Jan. 30. Senator John C. Spooner, of Wisconsin, introduces into the Senate a BUI to construct the Panama Canal, at a cost of 130,000,000 dollars, or to proceed with the Nicaragua Canal if the Panama title is unsatisfactory.
