In the House of Lords, an amendment-.* moved by Lord Welby on the motion of Earl Wornyss which justified the Government conduct during the war, was negatived by 60 votes to 16. Lord Rosebery did not vote. London, Jan. 29. In the House of Commons Mr Brodrick, replying to an amenimont, said the Government allows the colonies tho usual commission of three per cent, on local expenditure in connection with the raising and equipping of the contingents on behalf of tho Imperial Government.
