Commenting on Viscount Cranbourne's statement in tho House of Commons in reference to the action of Groat Britain in connection with the Spanish-American war, the New York newspapers declare that England was activoly friendly to America. Russia and Italy were indifferently friendly ; Austria and-France actively hostile, and Germany misehievously hostile. Nevertheless, except in American naval circles, there was no bitter anti-German sentiment.

•President Roosevelt’s appointment of Admiral Robbey Evans, instead of Admiral Dowey, to receive Prince Henry of Prussia in connection with the launch of the Kaiser's yacht, is considered as significant, Admiral Dewey being known to regard the Kaiser’s naval policy with grave suspicion.

Strong exertions are being made at Washington to prevent Prince Henry (the author of “ The Threat of the Mailed Fist ”) talking politics with President Roosevelt and the members of the Cabinet.
