Gisborne, Jan. 16, 1902. ibe Ratepayers of Gisborne Ladies and Gentlemen—l enclose vou herewith a copy of the facts and"-< figures which I have collected bearing upon the water and drainage schemes and which I would respectfully ask you to read and consider before casting your vote next Wednesday, the so that you may weigh the position yourselves. in the information lam sending vou I it°is d mo y ° U t 0 bear in rni «d that J lo }, a question of mv opinion t] iat pf anyone else, but the solid facts and opinions of experts and others, including those raised $ Ur Mes ayer himself, which throw no small doubt upon the schemes, and which have weight with me in deciding to T oppose the present schemes. h
J would add that while Dr. Valentine was here on public health business (before Mr Mestayer had actually given any report, although he was considering it), I discussed the water and drainage question with him, and ne strongly recommended the Septic lank lor drainage, and also the Waimata river as the source of the water supply And he said that, with such sta S nH SO , c]ose ’ he could not under stand why the people should look elsewhere for a supply. H e added tliat probably the water, as it had a good .un was sufficently pure to use without filtration, and, to test this I prohim I would get some and lend it to Wellington lor analysis. I went so far as to get and pay for the necessary bottle, as directed by him, but I regret I have not filled and sent it to Wellington up to the present, although I many times intended to do so Dr. Valentine is one of a very few men m New Zealand who hold a Public Health Diploma, and consequently his opinion is entitled to some weight, and I frankly admit that knowing his opinion upon these questions has at all times strengthened me in opposing the present schemesI am ready to join hands to-morrow with all to support water and drainage, but the schemes must be within our means, and above all reliable and effectual, which is not the case in the present schemes.-I am, Ladies and Gentlemen,
