WILL NOT WITHDRAW NOR QUALIFY. TRIBUTE TO THE COLONIES. By Telegraph—Press Association—Copyright London, Jan. 12. Mr Chamberlain made a brilliant spooch at Birmingham. Ho deplored tho foreign animosity. He added : “ But I withdraw nothing, and qualify nothing. Tho affection and confidence of kinsfolk’across the seas is more important than tho goodwill of foreigners.” Ho eulogisod Mr Seddon for his denunciation of pro-Boer critics, who, he said, had been the real cause of foreign animosity. Tho future Great Britain would have to take into account tho opinion and consult tho colonies. Great Britain was not entitled to make peace unless on terms satisfactory to the allies who sent their best to fight and die in tho common cause.
