A WARNING TO COLONIALS. By Telegraph.—Press Association. Dunedin, last night. The Premier has received through the Governor a cable stating that after Ist January next persons desiring to land in South Africa must provide themselves with permits. Persons from colonial ports must supply themselves with permits from some officer appointed by the Colonial Government. Permits only enable the holder to land, and are no guarantee that he will b,& allowed to proceed inland.
