Campbcll-Barmor-man declared that tho British were guilty of barbarity and loathsome behaviour, he was a fool if he believed it, and otherwise a knave for saying so for partiznn purposes, Mr H. H. Asquith declares that there is no ground for exaggerated pessimism with regard to tho war.
