Clarke, the neavly-appointed Governor of Victoria, in response to the toast of his health, Sir A. Clarke said-. The Commonwealth was a monument of statesmanship, showing the political sagacity of the Australian people. It was the lirst step towards Imperial Federation. The Commonwealth required development and the protection of her maritime commerce, and cheap cable and postal communication. The war in South Africa had shown that Great Britain ought to exhibit the same constructive statesmanship as Australia had given sueh an auspicious example of.
