Ward saitl that tho Government desired to pass the Teachers' Salaries Bill this session, but there was a cross-tiro of criticism from tlio outside parts from various quarters, including the Teachers’ Institutes, that jeopardised the measure. Tho needed reform would not come m the shape to please everyone at first, but if the principle of a colonial scale were established amendments could come afterwards. t
