His indictment of the j tariff was that it had no mark upon it in j favor of the pioneers of the country, but I instead introduced a deformity to benefit the artificial. At the cost of pioneer industries Australia made the preserve for great manufacturing centres in Sydney and Melbourne. It was a red-hot Protectionist policy, and a fraud upon the people of Australia. If adopted it would place the finances of the Commonwealth on an unsound basis. Whatever was the fate of tlie nation he was sure that the free list would not be allowed to remain in its present unsatisfactory state. Mr Barton, replying, Eaid that Mr Raid had not shown in any way that the Government policy wa6 bad. It was not claimed that it was a perfect tariff, but it entirely fulfilled the promises made at Maitland. The speech is unfinished.
