As a precaution against the aggressiveness of Russia, Habiballi, the new Ameer is reinforcing tho frontier. Abdurrahman’s chain of forts in Northern Afghanistan have been fitted with electric searchlights. London, Oct. 10. The Times hints that Russia suspects the disinterestedness of Germany's support in the Far East. Germany is pushing forward into Asia Minor. Turkey's position in tho Balkans and Russian prospects in Persia make a serious call on Russian energies.
